In the coming days, the organizers will receive rejection notices, the authority said. From then on, commerce in the affected sports betting offices will become recognized as illegal gambling. They justified their decision, by claiming that betting shops are repeatedly suspected of money laundering.
"In essence, we are concerned with checking the reliability of these operators," said Interior Senator Ulrich Mäurer (SPD). "We also want to ensure that no money from shady deals such as drug or human trafficking is laundered here and can flow into the legal money cycle in this way."
According to the Interior Senate, lawsuits are expected. "We are breaking new legal ground with our initiative - it's always a certain risk, but it's worth it to us," said Mäurer.
According to the Interior Senate, the Bremen Gaming Act was amended around a year ago. While according to the State Treaty on Gambling only the organizers have to declare where their investment money for the business start-up originated, in Bremen the intermediaries now also have to prove their sources of funding, i.e. the operators of the betting shops on site.

Senate accuses organizers of not providing evidence

According to the Interior Senate, four organizers of sports betting are represented in Bremen. They had applied for a total of 32 sports betting office permits. 24 of these were previously only legally tolerated and now have to be officially approved under the State Treaty on Gambling. The eight other sites should be reopened, according to the will of the operators. The operators of the offices serve as franchise entrepreneurs for the organizers themselves.
In the past few months, all four organizers have been asked in writing by the Bremen regulatory office to provide evidence. Documentation had not been submitted by any of them, until the set deadline. If the offices refuse funding audit by the beginning of August, they will be required to close.
The German Sports Betting Association (DSWV) criticized the decision from Bremen as a "politically motivated act". The reliability of the providers has been "put through its paces", said DSWV President Mathias Dahms. "Significant" documents were presented to the Bremen interior authority. The association therefore announced lawsuits.

"False policeman" scam: verdicts against backers in Turkey

Exploits from the Heilbronn area through the "false policeman" scam and damage of more than 850,000 euros are attributed to a group whose backers have now been convicted in Turkey.
On September 26, 2022, the regional court in Izmir, Turkey, imposed a total of 1,128 years, six months and 28 days in prison and fines of more than 478 million Turkish lira on a total of 67 suspects in a call center complex. The group also operated as "false police officers" in Heilbronn. The police and the public prosecutor's office in Heilbronn wrote in a joint statement.
According to the announcement, the Heilbronn investigators processed 16 completed and attempted acts with damage of 866,500 euros. The public prosecutor's office in Heilbronn and the police headquarters in Heilbronn set up an investigative team in 2018, which processed crimes from this call center in the "fake" investigation. The investigators arranged in proper order prosecuting these crimes from the federal states of Baden-Württemberg, Rhineland-Palatinate, North Rhine-Westphalia, Hesse and Lower Saxony to the group.

False police officers in court: Elderly women cheated from half a million euros

Two young people from Hohenlohe stood in front of the regional court because of organized fraud through shocker calls. They are accused of seven offences - these include cases in Künzelsau, Forchtenberg and Neckarsulm.
The persons accused here, mostly people who collected cheated revenue and were logisticians from this Turkish group, have meanwhile also been convicted in Heilbronn. The investigative results of the German authorities, which were sent to the Turkish authorities in a takeover request, led to the arrest of the main perpetrators in Turkey in December 2020, following further investigations by the Turkish authorities. Cash, gold, vehicles and real estate worth around 105 million euros were seized.

According to the announcement, the Turkish judicial authorities apparently intend to provide the victims living in Germany with secured funds for compensation. In a second request, the public prosecutor's office in Heilbronn asked the Turkish judicial authorities to investigate another case in order to give other victims of fraud the opportunity to receive compensation.
