Reconsidering Anatoliy Golitsyn

Anatoliy Golitsyn, a KGB defector, claims that the liberalisation of the Soviet Union has been planned for decades. He revealed the basic plan to the West in 1984 in his book, New Lies For Old. Therein Golitsyn described the next move against the West, the final phase of the pincer movement. And what has happened since 1989 show that his predictions were accurate: he predicted the coming to power of a 'liberal' leader who would pretend to democratise the region. He said that they would permit the Berlin Wall to be torn down. He said that the key would be Poland. He predicted they would bogusly 'liberate' Eastern Europe.

'Golitsyn explained that they were a necessary part of the deception machinery that had been out in place in 1959. Their job was to report back on how the CIA was evaluating material it was receiving from other KGB agents. These moles attempted to work their way into positions of access in the Soviet Russia Division or other parts of American intelligence that intercepted soviet data. With them in place, disinformation became a game of "show and tell" for the KGB. The dispatched defectors and other provocateurs, who could be anyone from a Soviet diplomat to a touring scientist, " showed" the CIA a Soviet secret, and then its moles told the KGB how the CIA had interpreted it. It was all coordinated from Moscow like an orchestra. This system was designed by the KGB, according to Golitsyn, to gradually convert the CIA into its own mechanism for manipulating the American government.

'The "outer" KGB was made up of personnel who, out of necessity, had to be in contact with foreigners, and were therefore vulnerable to being compromised. It included KGB recruiters and spotters posted to embassies and missions, military attaches, disinformation and propaganda agents and illegal case officers who worked abroad. Since they had to be in touch with Westerners, if only to attempt to recruit them as spies, they were assumed to be "doomed spies". A certain percentage would, by the law of probability, be caught. These "doomed spies" were the equivalent of pilots sent on raids over enemy territory. They were not only restricted from knowing any state secrets (other than what was necessary for their mission), but they were purposefully briefed on what it was useful for the enemy to learn if they were captured.

'The "inner" KGB was the real repository of secrets. It was limited to a small number of trusted officers, under the direct supervision of the Politburo, who planned, orchestrated, controlled and analyzed the operations. (According to Golitsyn, all potential security risks . . . were transferred into the outer service in preparation for the reorganization).

'A "China wall" existed between these two levels. No personnel from the outer service would ever be transferred to the inner service, or vice versa. Nor would any personnel in the outer service ever be exposed to strategic secrets other than what had been prepared for them to divulge as disinformation.

'Angleton realized the implications of this reorganization. If Golitsyn was correct, it meant that the CIA knew virtually nothing about its adversary's capacity for orchestrated deception. To be sure, it had received fragmentary clues from other sources that Soviet intelligence was undergoing shifts in its personnel in 1959 but it had not been able to fit these developments into any meaningful pattern. Seen through the new perspective provided by Golitsyn, the KGB turned out to be a different and much more dangerous instrument of Soviet policy. Its principle objective was to provide information to the CIA that would cause the United States to make the wrong decisions. Such information would appear to be credible because it would be fashioned to dovetail that U.S. intelligence received from other sources. '

'The presidents of the four countries announced their readiness to set up the joint economic space on February 23rd in Moscow. The final goal of the agreement is to establish the Regional Integration Organization. It was ordered to develop the agreement by September of the current year. This document stipulates the development of the coordinated economic policy on several directions, the balance of adequate laws, and the creation of the joint independent committee for trade and tariffs.
'Russia has already announced that the joint economic space will be open for other countries to join it. Nikolay Ryzhkov, the President of the Russian and International union of commodity producers, proposed to start the formation of the joint economic space with the organization of the food exchange v most important goods for people. As it is mentioned in a special statement, ?the implementation of the mentioned program will definitely assist in the rise of the agricultural production; it will also provide the food safety for every country.
'As it is well known, the current attempt to set up the post-Soviet economic association is not the first one. Back in March of 1996, the presidents of Belarus, Kazakhstan, Kyrgyzstan and Russia signed an agreement to deepen the integration in the economic and humanitarian fields. The document should have helped to create the joint economic space in the four countries, to provide favorable conditions for economic development there and to set up the mechanism for the mutual strengthening of political and social and economic structures. The leaders of the mentioned four countries have conducted several meetings since that time, discussing different variants for establishing the joint economic space. However, the project melted away itself.
'Since Russia failed to create something good with its neighbors, the government of the country raised another issue. In 2001 Russia started talking about a higher level of integration. It was decided during Russia-EU summit in May of 2001 to set up a committee of a high level for the elaboration of suggestions pertaining to the establishment of the joint European economic space. As it was said in the statement, Russia and the European Union agreed upon studying the issue of using euro in its trading and economic relations.
'In July of 2001, Russian Prime Minister Mikhail Kasyanov offered the European Union to build the joint economic space together with Russia. The prime minister pointed out that the solution of that issue solely depended on the enthusiasm of European Union countries. However, European countries were not enthusiastic about it, while the issue of the Russian Kaliningrad enclave pushed the idea of the joint economic space into the background.' . . .
'What will the new commonwealth look like, if it is eventually established? Pavel Borodin, the Secretary of the Unified State of Russia and Belarus assumed that the new commonwealth might resemble the USSR. As he stated the USSR might be restored again by the year 2007. The Soviet Union was an objective reality. Almost the whole post-Soviet space might be retrieved in the nearest future, stated Borodin.

The Russian military command seems to have learned the lessons of the Iraq War
The Russian military command seems to have learned the lessons of the Iraq War and now plans to demonstrate the USA and its allies the whole of Russia's resolve to strike back against any potential threat from the West, the Russian newspaper Nezavisimaya Gazeta reports. The newspaper says that as soon as NATO Secretary General George Robertson leaves the Russian capital, Moscow will immediately launch the largest military exercises it has seen in years. During the exercises, the newspaper says, Russian strategic bombers and submarine missile-carriers will simulate nuclear attacks against several military targets on the territory of the USA and Great Britain. They will also work on searching for and liquidating US Navy aircraft carriers transporting attack squadrons.
It was expected that Russia's Air Force commander-in-chief, Colonel-General Vladimir Mikhailov, will submit the plan fir the exercises for the approval of the Minister of Defence Sergey Ivanov today. Nezavisimaya Gazeta reports that the exercises are based on a scenario in which a regional conflict develops into a war.
During the exercises, the Russian troops will work on a series of training missions aimed at disabling the US's orbital surveillance satellites. This is important to order to disrupt the stable operation of the NAVSTAR global positioning system, optoelectronic surveillance Keyhole satellites and radar reconnaissance LaCross satellites. The Russian newspaper reports that, under wartime conditions, these actions might be able to blind the Pentagon and interfere with its usage of high-precision weapons against Russia's armed forces.
The exercises are scheduled for May 17-18. Four Tu-160 strategic bombers, nine Tu-95MC strategic bombers, 12 long-range Tu-22M3 bombers and four Il-78 refuelling ships will participate in the exercises.
According to Nezavisimaya Gazeta, the commander of the 37th aviation unit, Major-General Igor Khvorov, says that the main objective of the exercises is to polish up co-operation of long-range aviation with the Navy and other groups of military personnel.​

WARSAW (AFP) - Wojciech Jaruzelski, the army general who decreed martial law on Poland in 1981 in a bid to stamp out a challenge to communism, said he had voted Yes to Poland joining the European Union.

Jaruzelski, who is now 79, told journalists after casting his ballot that if someone had predicted this would happen 20 years ago "I would have said that it is science fiction, the theatre of the absurd."
"But that's it, the beauty of life. Realities change, domestically, internationally, historically," he said, after voting with his wife, surrounded by bodyguards.
"It's a new reality and you have to take it into account. I took account of it by voting for Poland's entry into the EU," he said.
In 1981 Jaruzelski declared martial law on Poland in a bid to stamp out a challenge to the communist regime from the Solidarity trade union, led by Lech Walesa.
"I have the feeling that I am taking part in something big, important, significant," he said on Saturday, looking in apparently good form after suffering ailing health.
"Certainly in my life I have taken part in a lot of important, sometimes dramatic events, but today it is not dramatic. It is a happy day filled with joy," he said.
"I have a deep feeling that Poles will grasp the opportunity and will vote for a better country," he said.
Some 29.5 million Polish voters were registered to go to the polling stations to for the two-day referendum starting Saturday.
Polling stations opened at 6:00 am (0400 GMT) and were due to close 14 hours later at 8:00 pm (1800 GMT), before reopening and closing at the same times on Sunday.
The latest poll released on Thursday showed that 80.9 percent of voters would say "yes", while 68 percent would definitely take part in the referendum.
However, turnout has been a real concern as more than half of registered voters must cast their ballots to validate the plebiscite, and Poles are traditionally lazy about going to polling stations.​

Russian frontier forces want to close frontier towns Nikel and Zapoljarny and other areas close to the Norwegian border, according to a Russian local newspaper.
People from Finnmark in Norway often travel to Nikel and Zapoljarny and the main road to Murmansk is passing these towns.
The suggested regulations are said to have been sent to the local administration in Murmansk. If the proposal goes through, it means that these areas will be closed to foreigners.

Unaware of the suggestion

The frontier towns Alakurtti and Kovdor are also included in the suggested prohibited zone.
Border commissary Leif Arne Løkjell was not aware of the proposal, however he had been informed about the responsibility for the frontier forces being transferred from the army to the FSB, the former KGB.
«The suggested changes may be related to the reorganising but I have not been informed formally about this», he said.
Løkjell thinks the suggested closure would mean a set back to the openness and cooperation that has been achieved at the border over the last years.​

-Former Soviet Premier Nikita Khrushchev died on September 11, 1971. It was under him that the Soviet long-range Leninist strategy was officially signed into existence.
-Coincidently, Anatoliy Golitsyn's defection was also on that date, September 11, 1961.

Golitsyn wrote that, at the very end of the Final Phase, a "big, unifying event would occur to bring together the West and the East together to fight a new enemy". The identity of the "enemy" was not given, but it is now clear that that "enemy" he spoke of is now international terrorism. By the "very end of the Final Phase", that is interpreted as being the fact that the attack came ten years (although not to the day) after the year when the Soviet Union was officially signed "out of existence" - which was Christmas Day, 1991.​
 
Note that the failed coup against Gorbachev was in August 1991, and September 1991 was when Yeltsin took control of Russia through a series of behind-the-scenes activities (in which course he was rumoured to have had the aid of money and covert activity from the CIA).

Do you believe in synchronicity? It has been a regular part of my life for years now. It gets stronger once you notice it and go with it. I had just been reading about the collapse of the USSR, and then these threads appeared. Now I will have to read about Golitsyn.
