This merited research.

First query was simply "teddy boy russia face tattoo" and basically everything you need comes up:

Widely ID'd as Teddy Boy Greg. He's originally from the USA, apparently Los Angeles. Got famous on the B9 message boards (B9 is a hardcore music record company). This could be deep dived but apparently there's some kidn of epic history there. He ended up moving to Moscow at some point

A Teddy Boy is someone who listens to the original rock 'n' roll music and a few of these guys show up everywhere where there are punks / skins. Invariably, someone says, "What if we just go back to the absolute origin of it all..?" and they start listening to classic rock 'n' roll and all of the new 'rockabilly' and psychobilly outfits.

... These guys also often become barbers, lol. There is a rockabilly barber here with the hand & face tattoos. Not quite as extreme, and def. not as political.
