1. If the Internet is Turing Complete (the EVM, Etherium Virtual Machine is and it is a subset of the 'Net), and if we can use any Turing Complete computer at all (a practical necessity of the Retainer Class is to serve the Global Oligarchy), we have the same thing. 2. If the Internet is not Turing Complete, then you don't want the Internet anyway.

3. I doubt that the notion of 'Social Credit Score' is recursively enumerable in the sense of Computation. There was a similar problem with Google's 'don't be evil'

Citizen means slave anyway.

You know that the actual rulers of the world don't have citizenship, right?

For instance, His Majesty King Charles III, as is well known, does not have personal or Government issued identification, licenses, passport, permits, social security number, etc.

This is because he is not a citizen of any of the countries under his rulership. If he called himself a citizen he'd not only be relinquishing all of his worldly authority; he would be giving up even his own personal sovereignty as a free individual. He would be giving up all of his rights. Only slaves call themselves citizens.

If you are a bainwashed slave, go ahead and become a global citizen in exchange for a greater slavery. You'll want it. You can't help yourself anyway.
