this particular gig isn't a scam, but the company it's for is Globalist Scum (tl;dr)
It fits with my experience of Upwork for freelancing (disclaimer, I've not used Upwork as a freelancer, but I *have* used it to hire Virtual Assistants). It's a reputable operation (mostly -- it's also 'free market' so if you don't feel comfortable walking down the Streets of Sim City and asking randos for a gig, best avoided. Keep your children away).
Your luck will entirely vary depending on the proposed 'employer'. In the end, they offered 50 USD/hour for Nuclear Physics expertise (which is better than they pay those poor sods in Zimbabwe and Kenya to do the same work)... and that's just not a tempting wage for anyone in IT who can read articles on Fine Tuning and use Python in anger to do it -- you can get much moar. Anyway, the 'raw data reviews' -- this sounds exactly like someone taking the Mechanical Turk model for doing judgements and trying to goose the wage rates to LLM-craze tier levels.
