Wolfe is using some cutesy terminology here, but I get what he is doing, he is trying to mentally de-program as many normies as possible, and thus uses words that will not frighten them:
In other words, they preach "slave morality" (that the Gospel is about "turning the other cheek" and nothing else) to Christians back home to make them humble and obedient subjects of the system, but such rhetoric cannot be used when the enemies of the Atlanticist Empire raise their heads abroad.
It's the same kind of cynical two-step as this thing: even the shitlibs know, deep down, that at some point the amoral might of Hobbesian Leviathan must come down to settle the scores against their enemies if they intend to survive at all:
